Cs asks to install accessible containers for people with disabilities and recover the assisted points on beaches (28/07/2018)

The Municipal Group of Citizens in Cartagena will ask the local government to work to gradually adapt the containers of the municipality to make them accessible also to people with disabilities or reduced mobility.

"Cartagena has to be an open and accessible city, and for this it is necessary to facilitate that all people can carry out without difficulty or barriers something as everyday as throwing garbage or recycling," defends the spokesman for Citizens in Cartagena, Manuel Padín.

The containers of urban waste and recycling that are currently on the streets of Cartagena are not adapted to be used by people with disabilities presenting high holes and burdensome opening systems, "in a municipality of more than 217,000 inhabitants is something more how striking, "says Padín.

There are containers in the market that do comply with the legislation on accessibility and that have all the requirements that make them suitable for use by these groups.

"The adapted containers have the opening at a lower height and have an identification in braille language so that the blind can recognize the different types of collection systems. They have already been installed in Spanish cities such as Elche, Cáceres, or San Sebastián de los Reyes. , at the initiative of Citizens, "says the orange spokesman.

Cs ensures that the installation of these adapted containers would be gradual to achieve a percentage that covers the needs of people with disabilities in the municipality and would have to take advantage of the replacement of the current damaged containers.

"We will urge the local government in the next ordinary plenary session to carry out a first study to know the real needs and to include in the next tenders a clause that contemplates the implementation of adapted containers and study the possibility of increasing the underground," says Manuel Padín.

Cs will also ask about the loss of the two accessible points with assisted bathing on the beaches of Cartagena, denounced by the Federation of Murcia Associations of People with Physical and Organic Disability (FAMDIF).

Cs Cartagena has denounced several times the slowness and the strong delay with which the local Executive has worked on accessibility.

"In July 2016, the Municipal Disability Plan 2016-2019 was announced, but the municipal ordinance was not published until March 2018, the accessibility plan that is a decade old and unusable has not been updated, and now we have to keep waiting. to the creation of the Technical Office of Accessibility (OTA), which is the one that must draw up a concrete investment plan in the municipality to guarantee that the entire society of Cartagena has unhindered access to all services, "says Manuel Padín.

In addition to the OTA, the local government must also carry out the updating of the Comprehensive Accessibility Plan for whose implementation Cs reserved a budget allocation in the General Budgets of the Municipality 2017 that was not executed.

"Cartagena is not up to the task of accessibility, the deadlines with which the local executive is working are unacceptable," denounces Manuel Padín.

According to the data collected during the preparation of the Municipal Plan on Disability, in Cartagena 63% of the disabled have accessibility problems, "so the creation of this office that aims to ensure compliance with the ordinance, promote plans of Adaptation, propose initiatives and follow up on their actions, is essential ", explains the orange spokesman.

Manuel Padín recalls that a few days ago, his colleagues from Cs in the Regional Assembly registered an initiative requesting the regional government to take the necessary measures to enforce the Universal Accessibility Law.

"Public institutions have the duty and obligation to ensure that barriers that limit people with disabilities or reduced mobility are eliminated," the orange spokesman concludes.
