The economic and financial crisis is also having a direct effect on food products, causing imbalances between supply and demand, generating surpluses and falling prices.

Many of the problems of market saturation, if the tomato and citrus, are reported by producers as an immediate consequence of the processes of trade liberalization, as the trade agreement with Morocco.

Besides the above we should add the very narrowness of the marketing and the lack of sector adapt to new trends in consumption and distribution.

In Murcia, despite the undeniable potential of horticulture should be noted that there are deficiencies that hinder that achieves a fair price for agricultural producers.

There are issues such as farm structural deficit, the high number of small producers associations unincorporated entities, the low concentration of the supply of producer organizations, which limits their negotiating power against supply chains , the limited information on trends in demand, the deficit of differentiation strategies to innovate new presentations, new products and brands and the difficulties of growing through mergers, etc.

The question we ask is whether the regional government of the PP is doing something to solve these problems, when government in the region for fourteen years and has full authority in the agri.

It seems that since the results for our farmers are not being satisfactory, the last agricultural season has been among the worst in living memory with a considerable drop in prices for vegetables (melons and watermelons) and fruit production, and the structural problems sector are known for the PP as they are listed in detail in the Strategic Plan for the food industry in the Region of Murcia (SYMPATHY), paid with public money and signed by the Regional Government and all the regional organizations (PAHO, cooperatives, associations of producers and exporters, etc..), in 2007, almost on the campaign for regional elections, and yet those responsible for the PP to farming or follow the recommendations contained therein to correct the weaknesses and threats sector, and evaluate the program, and more on regional budgets for 2010 reduced the allocation of fifty-four million euros for the year 2009, with cuts of 50 to 70% in investment programs and support to farmers As always the PP firm plans to take the picture but when there are problems, throws the ball against the government of Spain, but was competent in the matters which includes the Statute of Autonomy.

We therefore believe that fruits and vegetables in Murcia should be defended as a strategic sector of the regional economy for the potentiality of the sector and because the income of our producers basically depends on what you can enter through the sale of its products, in which play an important role in the concentration of agricultural cooperatives for greater added value and that the contribution of public subsidies to the final production in this sector in our region, is lower than in the rest of Spain, be the least protected by the Common Agricultural Policy

To do this, since, after obtaining the demands of the sector, we propose that the House adopt the following resolution:

a) urge the Regional Government:

* A meet with the signatories of condolence Organizations and prioritize the steps to execute, after the sharp budget cuts and no amendments to the budget address by the PSRM.

* Develop a strategic plan for the cooperative sector to increase the size of the existing cooperatives for greater concentration of supply, through mergers, work agreements, and incorporation of new partners.

* Support for the federation of cooperatives to encourage the above processes.

* Reforming the systems of regional government, consultancy, training and technology transfer to farms and marketing firms, creating technology centers.

* Support the inter-type figure as a basis for management and transparency in agricultural markets.

* Establish measures that encourage and promote the conversion quality figures and electronic commerce for small and medium enterprises and cooperatives.

* Consider the value chain of the vegetables in the Observatory of prices, and include agricultural organizations in the liver.

* Discipline and Punish, where appropriate, conduct distort competition to alter or may alter competition in the Autonomous Community level.

b) urge the Government of Spain to:

* In reference to trade with third countries, to advance the concept of "reciprocity" to ensure that the Community market for European producers on an equal footing with producers in third countries in complying with the increasing number of demands and environmental requirements, health and welfare and public health.

* Monitor compliance with import quotas (tomato) from Morocco, as not being honored customs controls in the European Union and to unify it with French customs, so as to prevent the fall in prices in the industry.

* Start the Agribusiness Interprofessional Organisations Act and the Contract Approved.

* Start the Agribusiness Council and the Advisory Committee under the Law on Advocacy and representation.

* In the working groups created in the Ministry, after the demonstration of takeover bids in November 2009 relating to streamline finance, taxation, food policy and competition, and the concentration cooperative.

* Consider the value chain of the vegetable prices Observatory, the Ministry of Environment, Rural and Marine Affairs, which includes the Autonomous Communities and Agricultural Organizations.

* To develop immediately the commitment made to farmers to implement the dual labeling of all agricultural and livestock products not processed to make consumers aware of home prices and sales and thus found the abusive practices of chains food.
