The councilor of the Municipal People, Francisco Navarro Mendez rise to regular full month of September, for consideration, discussion and approval, a proposal to support the Memorandum on the Tajo-Segura.
The motion, to be debated in plenary by all political groups represented in municipal, reads as follows:
The March 20, 1979 came into operation the Tajo-Segura.
From the socioeconomic point of view, has been a lot of impact it has had the work and the water of Diversion in the territories to which benefits, it is currently impossible to consider not only the development but also the maintenance, of the Spanish southeast, without the input of water from the Tagus Transfer.
The Tajo-Segura is absolutely indispensable, for Murcia and Spain, always has been, to its inhabitants, for the users and for the Popular Party, because this infrastructure backbone, provides solidarity and richness to the whole of Spain.
It has a direct impact on the Spanish GDP over 5,000 million euros, generating over 100,000 direct jobs.
It allows more than 200,000 hectares of irrigated land and more than 40 million fruit trees, providing security of supply to more than 2,000,000 inhabitants.
The Spanish Constitution, in Article 2, defends the indissoluble unity of the Spanish Nation, the common and indivisible homeland of all Spanish, and recognizing the right to autonomy of the nationalities and regions that compose it and the solidarity among them, being Article 14 determines that the Spanish are equal before the law grants the State exclusive jurisdiction over the regulation of basic conditions guaranteeing the equality of all Spanish in the exercise of rights and the fulfillment of their constitutional duties , bases and coordination of general planning of economic activity and legislation, regulation and concession of hydraulic resources and when the waters flow through more than one region.
The State, in any case, and in the terms set out in this Act, water planning to be subjected to any action on public water.
The Ministry of Agriculture, Murcia, Valencia and have developed a Memorandum Irrigators who ensures and strengthens the Tajo-Segura.
This Memorandum is born of consensus.
The irrigators have actively participated in the preparation, doing a commendable job, demonstrating responsibility and high-mindedness.
They, the farmers, are the major consumers, and they support the Memorandum "to the letter".
The memorandum is a document that replaces confrontation by dialogue and consensus and ends with the absurd "water war" unnecessarily generated in the past.
Never before had committed a so firmly, and to raise law, the will of the Government of Spain to ensure the Tajo-Segura.
For all the above, the Municipal People in the City of Eagle, proposes the adoption of the following resolutions:
1. - The Eagles Full Council expresses its support for the Central Union of Irrigation Tajo-Segura, for the Memorandum on the Tajo-Segura acquire the force of law
Two. - The Eagles Full Council expresses its support for the Memorandum on the Tajo-Segura.
Three. - The Eagles Full Council support initiatives of the President of the Government of the Autonomous Community of the Region of Murcia, the Ministry of Agriculture and the Central Union of Irrigation, in defense of the Tajo-Segura.
April. - Authorize the Mayor-President of the City of Eagle as required for the implementation of this agreement.
