The Municipal People's rise to the regular plenary session of May, which will be held on Tuesday, May 25th at 20:00 pm in the consistory aquiline, a motion to urge the National Government to lift the measures for the abolition of the contributory pension increases and request the convening of the Commission of the Toledo Pact so urgently to resume the work of the same, to be agreed by all groups the necessary reforms to be ensure the viability and future of our Social Security system.
The motion to be debated in plenary session by all political groups represented municipal, reads as follows:
The serious economic difficulties and unemployment in our country and the excessive deficit, require extraordinary measures, also required by our membership in the euro zone, which itself is undergoing a period of instability that must be given to coordinated solutions.
In this context the Prime Minister announced on 12 May at the Congress of Deputies some decisions that, if adopted, unfairly and unjustly injure more than 5 million pensioners, breaking in step one of the greatest achievements of our democracy: Toledo Pact.
It should be recalled that the SP of state was reached in 1995 between all parliamentary groups, and received the support of trade unions in 1996 through the Agreement for consolidation and streamlining of the pension system.
These agreements, the result of a broad political dialogue and social responsibility, Social Security brought to our economic uncertainty and ensured a strong commitment from all viable and sustainable for our Social Security.
500,000 million pesetas deficit, insecurity can collect pensions and uncertainty of the pensioners to maintain their purchasing power were, among others, reasons for which all parties assume the Pact of Toledo and its recommendations.
Law 24/1997 of July 16, consolidation and rationalization of Security, was a direct result of the Toledo Pact, which was intended to ensure compliance with the participation of all parliamentary groups, constituting a commission to that effect in Congress Deputies.
This Commission has been evaluating the implementation of commitments and recommendations since then and has done so effectively and rigorously under various governments.
It is currently reviewing a document dated January 29, 2010, sent by the Government for consideration and debate, so that agreements could be reached would lead to the reforms and legal amendments agreed by all political groups, without forgetting the participation of social partners in the social dialogue process currently open.
The announcement of cuts in the rights of pensioners, primarily the right to the revaluation by the CPI (Article 11 of Law 24/1997 of 16 July), comes to breaking the Pact of Toledo, one of the most important achievements of our democracy.
These cuts will disenfranchise more than five million pensioners and takes us back to the times in which the Government, on grounds of expediency and political expediency, or was denied the pension increases and, therefore, give or removed the weakened purchasing power of pensioners economies.
There would be additional effects and undesirable to impoverish pensioners block "sine die" the basis on which pensions would be updated after the blockade of the amount raised by the government now.
Experience shows that such measures, combined with rising taxes, especially VAT (2 point rise in July), generate additional problems in consumption and employment, as evolution, if not corrected by reforms appropriate, will jeopardize the income from contributions, which are essential to keep our Social Security system.
Therefore, the Municipal People's Party, rising to the Plenary for approval the following resolution:
1 º) To urge the National Government to lift the measures for the abolition of the contributory pension increases.
2 º) To request the convening of the Commission of the Toledo Pact so urgent to resume the work of the same, to be agreed by all groups the reforms necessary to ensure the viability and future of our system Social Security.
