One thousand troops have participated in this exercise which is included within the EMU maneuvers developed in the Flood Campaign 2010.
The Government delegate, Rafael González Tovar, accompanied by Colonel Chief of Staff of the Military Emergency Unit (UME), Juan Montenegro Álvarez de Tejera, this morning attended the joint exercise conducted by this Unit and the Spanish Red Cross and which is designed, built and operated a camp for 500 homeless people affected by an emergency.
The simulation has been performed in the same Eagles and 651 troops have participated in the EMU and 280 Red Cross.
The exercise consisted of assistance to civilians affected by floods are forced to evacuate their homes fast.
To provide the necessary care, has deployed a homeless camp in outer space with a total of 500 seats, managed jointly by the Red Cross and the EMU.
During the simulation has been carried out the eviction of an Institute of Eagles, allegedly affected by this emergency, and whose students have been moved, Fili and welcomed in that camp.
For its part, the strength of the Red Cross have been actively responsible for the management of facilities providing accommodation, food, clothing and hygiene items as well as health care and psychosocial support.
EMU place in this campaign Flood 2010, this practical exercise as a tune-up ahead of the start of the rainy season, which usually affects the Spanish east coast at risk of significant flooding.
For its development has two units, the Third Battalion of Emergency Bétera (Valencia) and Regiment Emergency Support, based in Torrejón de Ardoz (Madrid), they have made their full potential with the logistical and professional target practice and improve their speech to a disaster emergency caused by these characteristics.
The government delegate in Murcia has stressed that this joint exercise between the Spanish Red Cross and the EMU is performed by reason of a cooperation agreement signed between both institutions, which aims to strengthen ties of cooperation and coordination, sharing real experiences to future interventions.
González Tovar has also highlighted the excellent work that both institutions have developed in their respective roles, particularly in situations of emergency in his experience, work and management skills are vital to ensure the safety of the population.
Exercise Development
The exercise has been developed in three stages from 20 to 23 September:
Monday, September 20:
Projection Logistics Camp Survivors from Valencia to Murcia by the UME.
Deployment means by the UME.
Projection on the ground and start of assembly in living area of CR by Red Cross in Valencia (15 people staying in facilities provided by the EMU).
Tuesday, September 21:
Projection on the ground, deployment and installation of the means provided by the Red Cross.
General Exercise debriefing all participants of the Red Cross.
Specific working groups for areas of intervention to prepare the exercise.
Preparation of extras and assignment of roles.
Wednesday, September 22:
8:00 hours of extras concentration and distribution in physical spaces provided.
9:00 to 14:00 am: Development of exercise.
16:00: Exercise Evaluation and conclusions (Observer and Team).
17.30 am: Joint Evaluation UME and the Red Cross.
Dismantling of facilities and equipment.
