The PP increased to Parliament a motion to urge the National Government to eliminate the budget cuts to the Housing Plan (22/09/2010)

The Municipal People's rise to the regular plenary session of September, which will be held on Tuesday, May 28th at 20:00 pm in the consistory aquiline, a motion to urge the National Government to eliminate the budget cut Housing Plan.

The motion to be debated in plenary session by all political groups represented municipal, reads as follows:

The serious economic policy of the Government of the Socialist Party has broken the long path of economic growth for employment who lived in the Spanish economy since coming to government People's Party and has led to the most serious and intense job destruction in history recent Spanish economy.

The Government's failure to control public spending and reduce the deficit has forced to take radical action now spending cuts that could have been avoided if the government had long controlled the situation.

All these factors, coupled with economic uncertainty and labor, have had a direct impact on the housing market, one of which is suffering the worst economic crisis.

While the figures for the second quarter of 2010, reflecting an increase in transactions due to the rise of VAT in July, from the first quarter of 2007, the number of transactions has fallen by 35%.

Over the past three years the construction sector in the Region of Murcia has been the most beaten by the crisis.

It has lost nearly 50% of jobs created over the past fifteen years have destroyed one of every two jobs.

The level of destruction of business has been very significant.

Have closed nearly 20% of existing enterprises.

And in terms of productive activity in the residential sector, ie housing, the level of contraction of activity was about 80%.

This percentage means that where before they built 100 homes are now built 20.

The measures announced by the national government will cause a worsening of the situation and directly a detrimental effect on employment, as each home being built is generated 2.5 jobs in addition to the multiplier effect on employment generation results in activities and amenities.

The estimates are that 2,000 public housing will not see the light in the next two years.

If for every home being built is generated 2.5 jobs, cutting measures will cause the loss of 5,000 jobs in the coming years.

Builders, painters, carpenters, estructuritas, product suppliers, plumbers, electricians, etc., will join the unemployment rolls.

But besides the direct jobs, the measure will cause serious damage and job losses in companies, freelancers, activities and amenities to housing as are the other agents in the building: architects, quantity surveyors, engineers, telecommunications, industrial, etc.

In the current context, characterized by high household debt, lack of credit, high rates of unemployment and negative expectations about the economic recovery, it is clear that many families have been forced to postpone their decision to purchase a home.

In these circumstances, claim to citizens, drowning financially, to return to the tax office deductions to which they were placed in a period of economic prosperity, further damage the precarious financial situation as well as to penalize those who have been saving.

In particular, this situation affects the young and disadvantaged families

However, the Government removed from this situation, has dismantled virtually decided the Housing Plan, leaving in suspense the development of the VPO and direct aid to the purchase of the poorest citizens as part of the overall policy of social cuts is carried out by the Government.

Aid for the acquisition of a subsidized housing are a basic and essential financial support to the first access to housing.

The announced cuts will undermine the chances of access to housing for much of the population of our country.

The main crop is the one left without aid to those families who want first access to housing.

This measure is completely antisocial and unsupportive.

Mostly affects those who have less.

More than 2,000 families Murcia is affected by this measure.

The alternative proposed by the Ministry to raise the level of funding to 90% (previously 80%) of the price of housing has already been rejected by the banks themselves to the recommendations of the Bank of Spain.

The nation's own government has not dared to force them to fund 90% of house prices and the draft decree says that banks may finance up to 90% of housing.

Therefore, the Municipal People rise to the plenary for discussion and approval the following resolution:

1 .- To urge the National Government to suspend the budget cuts announced by the Minister of Housing on 27 July, and it directly affects core programs of the current Housing Plan and the financing of the Autonomous Communities.

2 .- To urge the Government to amend the Royal Decree 1472/2007, of November 2, by regulating the Basic Income Emancipation of young people in order to prevent tens of thousands of them have to repay the aid for exceeding the income limit, the income amounts computárseles as absolutely exceptional, and that in any case correspond to regular income such as amounts received for overtime, bonuses unusual or redundancy.

3 .- Request to extend the period of the moratorium in the realization of housing savings accounts in a year for the purchase of residence until 31 December 2011 and amending Law 35/2006 of 28 November Income Tax of Individuals and partial modification of the laws of the Company Tax on Nonresident Income and Wealth, so that subjects benefit from the savings account deduction for housing to transfer amounts to a savings account business, or change the status of the account, to continue to benefit from the deduction and the ultimate goal of starting a business or use these funds to improve training.

4 .- To transmit these resolutions to the spokespersons of the parliamentary groups in the Regional Assembly, the Congress of Deputies, the Government Delegate to the Region of Murcia, the Ministry of Public Works, the Ministry of Housing and Prime Minister of Spain.
