The third vice-minister of Land Policy, Manuel Chaves has presided over the meeting of the Monitoring Committee of the Covenant Antitransfuguismo, who has studied the cases reported since the last meeting on December 17, 2008, and other outstanding issues.
In addition, this body has taken stock of motions of censure tabled in the municipalities and has received the opinion of the Committee of Independent Experts of the cases referred to it.
NEW CASES REPORTED turncoat
The Commission has considered during the meeting, the cases presented by the political parties involved in the Covenant Antitransfugismo.
Have discussed the complaints of 18 new cases since last meeting: Quismondo (Toledo), Constanti (Tarragona), Pinto (Madrid), Torredembarra (Tarragona), Ribaforada (Navarra), Villajoyosa (Alicante), Caminreal (Teruel), Abegondo (A Coruña), Benaocaz (Cádiz), Ronda (Malaga), Ituero de Azaba (Salamanca), Alcaucín (Málaga), Saucelle (Salamanca), Antigua (Las Palmas), Cobisa (Toledo), Sant Pol de Mar (Barcelona) , Viladecavalls (Barcelona) and Yeles (Toledo).
Also discussed the cases of Huelma (Jaén) and Villalbilla (Madrid), which remained pending at the previous meeting.
After studying the cases recorded, the Monitoring Committee of the Covenant has declared the following cases of turncoat:
Quismondo (Toledo). Councilman was declared a deserter from IU and requests the Independent Expert Commission a report on the council of the PP are beneficiaries.
Case Summary: The Socialist Party claims that a council UI government breaks the pact with the Socialists and the PP vote with a motion of censure which the PSOE lost the mayoralty, which passes the Popular Party.
Constanti (Tarragona). Escapees are considered Councilman PSC and ERC.
Are requested to report to the Committee of Experts on the Selectmen if they are beneficiaries of CiU.
Case Summary: The Socialist Party argues that at the beginning of the mandate of government was an agreement between the council of the PSC-PM and a PP headed by a mayor from the PSC-PM.
According to the complaint of the Socialists, a councilman in September dropped out of the PSC allowing a censure motion to give the mayor to ERC.
Abegondo (A Coruña). Defectors are declared Councilman PSdG and PP, but noted that the Selectmen were not popular and the party when there is motion.
Case Summary: The Socialist Party claims that the PP you get the mayor to succeed the motion of censure tabled by the Popular Party and supported by the only Socialist councilor, with the repudiation of PSdG.
Ituero de Azaba (Salamanca). Defector is declared a councilor of the PSOE.
Case Summary: The Socialist Party claims that it passed a motion of censure against the socialist mayor, with votes in favor of UPS and a Socialist councilor.
Saucelle (Salamanca). Defectors are declared Councilman CPS and CP.
Case Summary: The Socialist Party claims that a renegade Councilman Saucelle Form, (PSC) approved with the 3 councilors PP a censure motion against the mayor of CPS.
The PP states that these councilors are not subject to party discipline.
Antigua (Las Palmas). Defectors were former states of the PDA council and the APA.
Expert Commission refers to the case of beneficiaries.
Case Summary: CC complaint against two former council members and APA PPDA as part of the government team led by a mayor chosen by CDA.

Huelma (Jaén)
Case Summary: The local Assembly-CA IULV complaint that a mayor of his training he accepted the job of councilman of Works and Urban Development without approval.
Pinto (Madrid)
Case Summary: The complaint PP PSOE, IU and Councilman Pinto Together for adopting a censure motion that the PP away from the city.
Torredembarra (Tarragona)
Case Summary: The Socialist Party claims that a council member who attended the elections in the PSC-PM, voted for the candidate of CiU against the discipline of party's vote, which presented its own candidate.
The council was expelled from the party.
The mayor is held by CiU.
Ribaforada (Navarra)
Case Summary: The PSOE claims a censure motion against the mayor of the PSN, signed by 4 Councillors UPN, dismissed from his party voluntarily and had not met the disapproval of UPN, and 3 IU councilors.
Villajoyosa (Alicante)
Case Summary: The PSOE claims a censure motion against the mayor of the PSOE, signed by all 10 council members of the PP and a councilman who disobeys Independent Initiative party discipline.
The motion implies that the city go to PP.
Caminreal (Teruel)
Case Summary: The PSOE claims a censure motion in which a Socialist councilor councilors voted along with 2 CP and 2 of the RAP.
City Hall Gets a councilor of the PSOE, the party has already opened a file on expulsion.
Benaocaz (Cádiz)
Case Summary: The PP claims that the PSOE and the Andalusian Party defector council agreed to a censure motion.
Ronda (Malaga)
Case Summary: The PP claims that the mayor and other council members are elected Andalusian Party defectors, as they have left the training for which they were elected and joined the PSOE, so that the city has moved from PA to PSOE.
Alcaucín (Málaga)
Case Summary: The Socialist Party claims that, following the resignation of the mayor, the candidate to lead the session (elected unanimously by his teammates) could not enter the hall, to vote against a councilman who supported the proposal PSOE Party Andalucista and PP.
The mayor moved to PA.
Cobisa (Toledo)
Case Summary: The PP claims that it passed a motion of censure against the mayor's Party with 5 votes for the PSOE and councilors councilor AIC, without the consent of his party.
Sant Pol de Mar (Barcelona)
Case Summary: The Socialist Party denounced the violation of the covenant by the councilman, who was elected independent candidate Junts per Sant Pol, and now is not assigned council.
This council has been designated responsible for the areas of Governance, Culture and Festivals CiU the mayor of this council, which currently governs in a minority as a result of the break with their former partners ERC and ICV-EUiA.
Yeles (Toledo)
Case Summary: The Socialist Party claims that it passed a motion of censure, a vote of five council members of the PP and PIY single against the PSOE mayor (who thanks to an agreement governing PSOE and UVY PIY).
The outcome of this motion, a councilor is elected mayor of the PP.
Presented cases have been on the table of Villalbilla (Madrid), which will also be asked a query to the Commission of Experts and Viladecavalls (Barcelona).
OPINION OF THE COMMITTEE OF EXPERTS
The Covenant Antitransfuguismo sent on 17 December to the Committee of Independent Experts a series of cases.
The opinion was as follows:
- Bollullos Par del Condado: It finds that the council members are defectors IULV-CA and 4 PP councilors are beneficiaries.
Case Summary: The complaint PSOE violation of the covenant, to win a vote of confidence in June last year by 5 IU 6 councilors, who are considered fugitives, and 4 of PP against the socialist mayor.
Mayor is elected as one of the council of IU.
- Elche: It is considered that there is no turncoat in this case because the Councillor elected by "Commitment" has not strayed from within the coalition, but has changed his party affiliation.
Case Summary: The PP claims violation of the covenant by the PSOE to keep the government team to a Councillor elected by the electoral coalition "compromise", which left Izquierda Unida.
- Eagles: Declared deserter MASD Councilman and Mayor of the PP recipient.
Case Summary: The Socialist Party claims that a council member belonging to the Movimiento Social Aquilegia left his group and changed to mixed.
Governability pact reached between the PP.
- Campdevanol: It is considered escapist and beneficiaries ERC Councilman Mayor and two council members of the PSC, as well as the mayors of ICV-EPM.
Case Summary: ERC seeks a declaration only escapist Councilman their training in this area, which broke the discipline of their group and gave their vote to invest the mayor of the PSC-PM.
- Mont-Ras (Girona): Considered a defector to the ERC and beneficiaries Councilman Mayor and Council of CiU that constitute the new government team.
Case Summary: ERC claims that at the beginning of the mandate came to an agreement by the governing council of ERC-4 AM and 1 PSC-PM.
Subsequently, a motion of censure prospered, thanks to a mayor of ERC, which led to a change at City Hall for CiU.
- Aitona (Lleida): It is considered escapist PP mayor.
Case Summary: The PP claims that the mayor's Party, against the direction of the Catalan PP, break the agreement with CiU, providing access to the mayor of a new team formed by ERC and the PSC.
- Piloña: Declared deserter Left Councilman Asturian (IAS).
Case Summary: The PP claims that the mayor of the PSOE remains in the government team to a Councillor IA, expelled from the training.
- Chiclana de la Frontera: The council finds that the UI is still defector, so the council of the PSOE are beneficiaries.
Case Summary: The PP claims violation of the covenant by the PSOE to vote on a motion of censure along with a former council member of IU.
- Mos: Declared deserter independent councilor elected in the list of PSOE and the PP recipient Council Members.
Case Summary: The PSOE claims a censure motion against the Socialist mayor, a councilman in his group with 8 aldermen voted with the PP to give the mayor in this game.
REPORT OF MOTIONS OF CENSORSHIP
During this meeting, the Ministry of Planning Policy has been submitted to the members of the Monitoring Committee of the Covenant Antitransfuguismo a report on the 39 confidence motions that have occurred over the past six months.
